Position Title: Social Protection Advisor, DREAMS Project

Department: AIHA/Kenya, HIV/AIDS Twinning Center
Location: Kisumu, Nyanza Province
Reports to: Director of HIV/AIDS Twinning Center

Position Summary: Under the direction of the HIV/AIDS Twinning Center Director, the Social Protection Advisor (SPA) is responsible for supporting AIHA’s role on the PEPFAR-funded DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) project in Nyanza Province (Siaya and Homa Bay). 

The SPA will be working as AIHA’s site level program coordinator overseeing implementation of its activities with its sub-partner. 
The SPA will also provide technical assistance in evidence-based social protection interventions proven successful in reducing HIV risk behaviors, HIV transmission, and gender-based violence amongst adolescent girls and young women. 
S/he will be in close contact with AIHA headquarters (HQ) staff, donor staff, and DREAMS implementing partners.

Essential Roles and Responsibilities:

  • Oversee on-the-ground implementation of activities in collaboration with AIHA’s sub-partners in Homa Bay and Siaya counties  
  • Provide on-going Social Protection (SP) technical assistance (TA) through trainings, mentoring and support to sub-partner staff working on the project. TA will focus on areas such as social asset building, gender-based violence, HIV/AIDS Testing and Counselling
  • Work to build the SP capacity of local school faculty, civil society organizations (CSO), community-based organizations (CBO), and partner institutions
  • Coordinate trainings alongside sub-partner program management
  • Work with AIHA/HQ staff and Kenyan partners to develop and maintain program workplans, making changes and updates as appropriate
  • Assist partners with the development, editing, finalization, and packaging of program curriculum, reports and materials
  • Keep up to date on all DREAMS program activities and maintain close contact with other DREAMS partners and collaborators
  • Oversee program monitoring and evaluation (M&E) activities to ensure data is properly captured and reported
  • Represent AIHA at U.S. Government implementing partner (IP) meetings
  • Represent AIHA at CDC quarterly review meetings to present project progress reports
  • Schedule, coordinate, and participate in program trainings and meetings
  • Serve as an information source on program policies, procedures, and administration guidelines
  • Complete other duties as assigned
Required Qualifications:
  • MSc. or MA. in Social Work, Public Health, Gender Studies, or International Development, with three (3) years’ relevant work experience, or BS or BA in Social Work, Public Health, Gender Studies, or International Development with at least five (5) years’ relevant work experience; social protection and HIV/AIDS  program experience required
  • Extensive knowledge of or experience in program management and support procedures
  • Commitment to understanding and responding to the most urgent needs and rights of vulnerable youth and HIV/AIDS positive children and their families
  • Proven ability to implement multidimensional projects with a focus on SP and HIV/AIDS, with a focus on areas such as social asset building, gender-based violence, HIV testing and counselling
  • Experience with U.S. Government donor compliance and reporting
  • Ability to develop and maintain close relationships with various stakeholders
  • Ability to work effectively with diverse coworkers and project participants
  • Self-starter and strong multi-tasking and problem solving skills
  • Financial management experience
  • Must be very dependable and detail oriented
  • Effective and diplomatic communicator at all levels
  • Personal and professional maturity and judgment
  • Willingness to work additional hours in order to meet tight deadlines.
  • English and Swahili fluency is essential
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Access) and the Internet
  • Must be willing to travel in-country and provide on-side leadership
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, work independently and in a team environment
