Functional Relationship: The Project Manager will be responsible for all aspects of the management of the End Fund-supported project “Elimination of Lymphatic filariasis in Kenya” in close collaboration with the Ministry of Health
Internally the Project Manager reports directly to the Country Director and will communicate regularly with and be supported by the Regional NTD Technical Advisor for Africa on the technical aspects of the project.
Externally the Project Manager will be responsible for liaising with the national Neglected Tropical Diseases Unit (NTD Unit) at the Ministry of Health (MoH).
The Ministry of Health will be responsible for implementation of the project and providing data and regular implementation reports, whilst the Project Manager will be responsible for providing technical advice, ensuring adherence to the project plan, providing quality assurance via robust monitoring and evaluation and financial control in compliance with donor and HKI policy requirements.
The Project Manager will be a member of the project steering committee chaired by the Head of the NTD Unit
- Coordinate relationship with partners, participate, organize and facilitate working groups and meetings.
- Advocate with appropriate government officials, partners and donors for continued support and increased institutionalization of programme activities.
- Manage LF Elimination project including development of innovative strategies for delivery, monitoring and evaluation and communication strategies. The Project Manager will be responsible for reviewing all programme activities with appropriate MoH staff for approval throughout the development process.
- Develop annual work plan with the MoH, ensure that it is fully costed and aligned to the agreed project plan and budget.
- Identify implementation challenges and develop corrective action plans to submit to MoH.
- Coordinate with MoH NTD Unit in Nairobi to achieve annual project targets.
- Work with the Country Director and other Senior Managers to develop, pre-test and implement programmatic components including communication strategies, training review and quality control, supportive supervision, procurement and logistics of implementation.
- Monitor budget expenditures and manage project monthly cash flow requirements; ensure monthly tracking of expenses and complete monthly cash flow requests;
- Design and implement, consistently, quality assistance processes to ensure implementation is according to the plan and identify any deviations from plan in a timely manner.
- Carry out routine field based monitoring of project activities in the project area.
- Analyze and report on data from surveys, assessments and program monitoring rounds
- Provide technical support and build the capacity of MOH staff in consolidating, validating and analyzing LF data, ensuring that corrective action points are done based on monitoring data
- Prepare annual reports, country program profiles, periodic progress reports, donor progress reports, program statistics and other materials that may be required
- Prepare and disseminate data at appropriate national and international forums including publication and presentations.
- Oversee development of materials to disseminate findings and lessons learned for HKI projects for advocacy with decision makers. Materials may include the social mobilization toolkit, lives saved tools and cost effectiveness calculation handouts.
- Under the guidance of Country Director and with the support of HKI technical staff develop project proposals and concept notes as required.
- Master of Public Health, Health Management or related field with proven experience in implementing NTD or other field programs;
- At least five years of experience with INGO, NGO or development agency in project management supporting national governments
- Good knowledge of Kenya government policies and systems
- Experience in coordinating, designing, implementing and monitoring NTD programs
- Effective planning and organizations skills;
- Effective coaching skills for health workers and the government partners
- Strong interpersonal, analytical and advocacy skills; able to contribute innovative thinking within a team;
- Excellent report writing abilities;
- Strong communication skills, with excellent written and spoken English and Kiswahili
- Knowledge of computer applications such as Word, Excel, PowerPoint, and MS Outlook;
- Seasoned reasoning and judgment skills; Ability to work independently with minimal supervision;
- Demonstrated experience participating and contributing to a productive team environment
